Talk to Aerick (Lumbridge Chapel [map]) he wants you to go visit Father Urhney whom is located in the Lumbridge Swamps. Go to the swamps (around the castle and fence) and head south east of it (in the corner) Talk to Father Urhney and he'll give you an Amulet of ghostspeak.
Now head back to the graveyard near the church and talk to the ghost. After a bit of a confusing ghost talk he'll tell you that his skull was stolen from his coffin, and taken to the wizards' tower.
Head to the wizards' tower (south of Draynor) and go to the basement. Go to the northeast room and take the skull and fight the skeleton. Now head back to the graveyard and put back the skull.
