Talk to Larry to start the quest. Larry does something with Penguins, he'll ask for 10 oak planks, 10 steel nails, hammer and a spade and he'll tell you to meet in Rellekka. Go to the dock north east of Rellekka (map) and meet with Larry.
Talk to Larry, tell him that you have the items and that you want to go to the iceberg. When you're at the iceberg talk to Larry. He'll tell you how to build the bird hide.
Use the planks with the snow patch, use your spade with it to cover it with snow to create the snowy bird hide. Use the snowy bird hide (remember the emotes the pengiun does), you'll see a cutscene.
Talk to Larry, he'll tell you that the pengiuns are planning up to something. Tell him that you agree with him, you'll have to leave the iceberg to hear Larry's plans. Travel the boat to get off the iceberg.
He plans on shrinking you to the size of a pengiun and disguising you as a pengiun. You'll have to go to your house to build the clockwork pengiun. Go to your house, upgrade/build your clockmaker's bench to level 3, construct the pengiun.
Now it's time to go back to Larry, go back to Larry and talk to him (dock north east of Rellekka). Tell him that you have the suit and that you want to go to the iceberg.
Talk to Larry, it seems that the bird hide has been destroyed by the pengiuns, agree with him. There aren't any pengiuns in the area to test out the suit so you'll have to go to the zoo to test it. He'll teleport you to the zoo.
You'll have to talk to Larry to get in the pengiun suit (make sure you have both hands free), go into the cage by opening the door. Talk to the pengiun whom you can talk to. You'll have to do pengiun emotes to get the attention of other pengiuns. You should do the emotes like the pengiun during the observation. If you don't remember no problem because when you do a step right then you'll know (you can just do trial and error - remember what you did because you need it later).
When doing the proper greeting the pengiun will tell you to go to Lumbridge to talk to the pengiuns there. Talk to Larry to get out of the pengiun suit, talk to him again to tell them about Lumbridge.
Go to Lumbridge (home teleport, Lumbridge teleport or glory to Al Kharid), go to the sheep pen north of Lumbridge castle and talk to Larry (map). Do Tuxedo-Time by right clicking on Larry, to turn into a pengiun. There should be a sheep with pengiuns under it, talk to him and do the emotes you did before. The pengiuns won't talk to you without the secret phrase, talk to Larry to go back to Ardougne.
At Ardougne zoo do Tuxedo-Time and go into the cage again, talk to the pengiun tell him you forgot the phrase and he'll tell it to you for a raw cod. The secret phrase is Don't trust the Walrus, talk to Larry to get out of the suit. Teleport to Lumbridge (home teleport, Lumbridge teleport or glory to Al Kharid).
Go to the sheep pen again, do Tuxedo-Time at Larry and talk to the sheep. You should now disguise yourself as a human to talk to the farmer. Go back to Larry and talk to him to go to normal size, go to Farmer Fred at his house and talk to him (west of the sheap pen) (map). Go to Larry do Tuxedo-Time, talk to the pengiuns they will tell you how to get in the pengiun outpost and give you the password. Get out of the suit and talk to Larry he'll teleport with you to the iceberg.
Do Tuxedo-Time at Larry and walk to the north west, talk to the KGP Agent, do the greeting and you'll tell the password. But the KGP Agent also asks for an ID but you don't got one.
Talk to Noodle whom sells fake IDs, he'll ask for swamp tar and 5 feathers. Talk to him again to get the fake ID and a fake mission report.
Talk to the KGP Agent, then use the Avalanche to get into the pengiun city.
In the city take the first door left and talk to the KGP Agent. You'll have to do a test to see if you're still fit, go through the next door to the west. Continue to the north and go through the door.
You'll come at some sort of training area, follow the arrows and you'll fall down avoid the crushers and climb the first stepping stone and jump to the end (if you fall you will lose 4 hitpoints). Continue the path and watch out for the arches, you should tread the Icicles softly. Cross the ice (you might slip down and get hit 2 hitpoints), at the top you'll slide down to the finish line!
You're now free to roam through the city, go out of the city and go back to Larry and talk to him. You'll have to find the rom where the pengiuns make their war plans. Turn back into a pingiun and get back into the city.
Go to the room of ping and pong which is the first room on the right, talk to ping and pong. They'll ask for a set of bongos and a cowbell. Go back to Larry he'll tell you how to make the bongos and how to get the cowbell.
Teleport to Lumbridge and steal a cowbell from a dairy cow at the cowfield north east (map) and use soft leather with the mahogany plank to make the bongos. Go to the iceberg from the dock north east of Rellekka.
Turn into a pengiun and go into the pengiun city, talk to ping and pong and give them the instruments. You'll see the pengiuns playing with the instruments, a KGP agent will come complain about the music. Now it's time to get through the doors, use the controls and go through the doors.
Go to the north east and go into the room you'll see the pengiuns making up a plan. Because of anti magic security they'll find out that you're humand and put you in a cage with Icelords (level 51).
If you're under level 103 then you'll have to kill an Icelord to get out of the cage, just open the door of the cage there is no lock. But the door outside the cage does have a lock, you'll have to get out through the Chasm.
Go back to Larry to finish the quest!
