Go to Isafdar, you can take the path through the mountains from the northeast of Ardougne or you can take a charter ship from Catherby, Karamja, Port Sarim, Port Phasmatys, Port Khazard, Brimhaven or Oo'glog. (map) This guide will assume you're taking the charter ship because it's much faster.
Once you're in Isafdar go to the catapult which you used in the Regicide quest, located north from Tyras camp. Talk to the Tyras guard to start the quest, tell him he's going to get fired then and then offer your help. He'll tell you to speak to General Hining to ask if you can walk on the catapult.
Go to the south inside Tyras camp and talk to General Hining. You'll have to find the Catapult Engineer.
Go to the north out of the camp through the dense forest. Then move to the east until you see dense forest to the south. Go through the dense forest, then there will be trip wires a little to the south. Step over them and go to the east, go through the dense forest. Then move to the north, follow the path and jump over the leaves. Move a little west and there should be a path between the trees to the south. Follow that path and pass over the sticks.
Talk to the Catapult Engineer, it turns out he washed away his orders. So he got new orders. Convince him you'll be able to help. He'll then give you copy of the catapult schematics.
Note: You need a saw, hammer, knife, 90 mithril nails and 10 mahogany planks to make the parts.
Read the catapult schematics and select 'make the repair parts'. Once you made the parts talk to the engineer and ask if you can read the letter. You'll have to get the parts from Roland.
Teleport to Falador or Edgeville and go to entrance of the Dwarven mines on top of the Ice Mountain. (don't enter the mines) Talk to Roland and ask him for the parts. He'll tell you he had send Thaki the delivery dwarf to Port Sarim to send the parts.
Go to the Port Sarim pub (walk or teleport to Falador or Draynor Village) and talk to Thaki the delivery dwarf. You can't get the parts unless you look like a sailor. Go outside and search the drunken sailor, you'll find a sailor hat. Put it on and talk to Thaki again to get the parts.
Take a charter ship to Port Tyras, the charter ship is the farthest ship to the north. Go to the catapult and talk to the Tyras Guard to start repairing.
You can move and rotate the pieces. Click on the pieces to add them to start moving them. You have two sides to fill. Place the pieces like the images below:
Talk to Tyras Guard when you're finished. You'll have to test the catapult; change the counterweight to let it go farther and the direction to aim the catapult. You can try as many times as you want. The closest requires the lowest counterweight you can have, the other ones require a very high counterweight.
Talk to the Tyras Guard again to claim your reward. Quest completed!
