The Blue Party hat is very rare and is worth more than 500 mill. The blue party can be pulled out of a Christmas Cracker (Dropped during Chrismas 2001).Currently the most valuable party hat is the blue party hat. But it wasn't like that in the past.
The Big Dupe (item duplicating)
On November 7th 2003 was the big dupe. Someone found out a glitch (bug/cheat) to copy items. Many people copied the pink party hat that was at that time the most valuable party hat. Prices dropped drastically to 200k.
Ofcourse this was done with alot of other items but the pink party hat suffert the most.
Note: The pink party hat is now known as the purple party hat.
Wise Old Man
The Wise Old Man is the only npc with a blue party hat. He can be found in his house in central Draynor.
Conclusion
These days the blue party hat is the icon of the rich. Once you've got your blue party hat you can find yourself a master in runescape money making.
